In the Sims 3, the boob slider was ridiculous and didnt allow for saggy or perky options. If you had the largest breast setting, they looked like they were fake. Plus you couldnt adjust the hip size, butt size, or really just the body in general.
My only gripe with Sims 4s boobs are the permanent boob shading.
